
EU's Strategic Roadmap to Boost India Relations
In a pivotal development, the European Union (EU) has launched a new strategic roadmap aimed at enhancing its relationship with India. This initiative encompasses various vital areas including trade, technology, defence, security, connectivity, and climate change. European Commission President Ursula von der Leyen highlighted that now is the time to strengthen partnerships grounded in mutual interests and shared values.
The strategic agenda was formalized during a joint communication by the European Commission and its High Representative, Kaja Kallas. The communication identifies five areas where India and the EU can collaborate more effectively, building on existing ties while addressing potential for increased engagement.
However, the EU has expressed concerns regarding India’s participation in Russian military exercises and its ongoing purchase of Russian oil, which could hinder deeper ties. Despite these concerns, von der Leyen expressed commitment to finalizing a Free Trade Agreement (FTA) with India by the year’s end, highlighting that it could be the largest trade deal globally.
Prime Minister Modi responded positively to the new strategic agenda and reiterated India’s readiness to elevate its relationship with the EU. He emphasized the importance of joint efforts in tackling global challenges, particularly the ongoing conflict in Ukraine. The EU's initiative reflects India's growing global influence and the potential for strategic cooperation.
The joint communication also aims to enhance cooperation in security and defence, proposing initiatives focused on crisis management, maritime security, and cyber defence. It emphasizes the need for closer consultations and a potential Security of Information Agreement to facilitate classified information exchange.
Moreover, the EU is keen on strengthening supply chains and promoting emerging technologies, including a potential EU-India Startup partnership. It also invites India to participate in the Horizon Europe program, which aims to foster research and innovation.

The strategic roadmap aims to maximize interaction and coordination at all levels, supporting skills mobility and fostering deeper engagement with civil society and businesses.
