Nvidia Warns GAIN AI Act May Limit Competition
Nvidia has voiced serious concerns regarding the proposed GAIN AI Act, highlighting its potential to restrict global competition in the advanced chip manufacturing sector. This act, which stands for Guaranteeing Access and Innovation for National Artificial Intelligence Act, is part of the National Defense Authorization Act. Its primary aim is to ensure that AI chipmakers prioritize domestic orders for advanced processors before supplying them to foreign customers.
An Nvidia spokesperson stated that the company has never compromised American customers’ needs to serve the rest of the world. However, they argue that the bill attempts to address a nonexistent issue, ultimately restricting competition in industries that rely on mainstream computing chips. If the GAIN AI Act is enacted, it would impose new trade restrictions, requiring exporters to obtain licenses and approval for shipments of silicon exceeding specific performance thresholds.
The legislation outlines that the U.S. government should deny licenses for exporting the most powerful AI chips, specifically those with processing power exceeding 4,800. Additionally, it aims to limit the export of advanced AI chips to foreign entities as long as there are U.S. firms waiting for these same chips.
This initiative mirrors the conditions of the AI Diffusion Rule introduced by former President Joe Biden, which allocated specific levels of computing power to allies, attempting to prioritize American needs.
